Third Highway Project

 

Consulting Services for the Preparation of Detailed Designs and Bidding Documents for Regional Maintenance Units

 

 IBRD Loan Nos. 7889AZ & 8602AZ, IDA Credit No 4723AZ    

 

The Republic of Azerbaijan has received a loan and a credit from the International Bank for Reconstruction and Development (IBRD) and International Development Association (IDA) toward the cost of the Third Highway Project and it intends to apply part of the proceeds for consulting services.

 

“Azeravtoyol” OJSC (“the Client”) is the government road agency responsible for the management of the country’s road network. It is also the key beneficiary and implementing agency of the Azerbaijan Third Highway Project.

 

The government has decreed establishment of seven regional units to be responsible for operations and maintenance on sections of the Magistral (M) road network, which consists of 1600 km of dual carriageway and two-lane single carriageway roads. These units are referred to as Regional Maintenance Units (RMUs), with each RMU responsible for approximately 250-300 km of M roads. None of the units are fully operational yet but three have been prioritized under the Third Highway Project with resources being provided for facilities and equipment.  A typical unit will have a head office and several depots within the RMU’s coverage section.

 

 “Azeravtoyol” OJSC intends to contract the services of a consultant to design office and depot facilities for RMUs as described below.

 

Tasks

The Consulting services have been divided in two major tasks: Task 1: Design, and Task 2: Preparation of Bidding Documents and Assisting the Procurement Process.

 

Task 1: Design

 

Initial Survey and Study. A study shall be carried out collecting all data, maps and other information relevant to building and depot design..

 

Layouts and Preliminary Design

 

Topographical Survey

 

Safeguards. Environmental and social consideration should start early-on. Layout plan of the sites and buildings should be guided by environmental and climatic factors, and alternative layouts will be compared on environmental and climatic grounds. The design of sites and buildings should incorporate environmental and social concepts such as avoiding/ minimizing adverse environmental and social impacts.

 

Subsurface Exploration. After the selection of the proposed building type and layout of site with alternatives and preparation of topographic maps, the Consultant shall examine: i) Anticipated soil condition for foundation; ii) The most appropriate proposed building type and Layout of site; iii) Type of proposed foundation, substructure and superstructure.

 

The Consultant shall also obtain, on behalf of the Client, the engineering-geological opinion from the Ministry of Emergencies

 

Detailed design and quantity/cost estimates. Based on the collected information and results of the discussions mentioned above, the Consultant shall design the sites and buildings following standard codes of practice, norms and guidelines. The Consultant shall:

 

i) Prepare detailed design and drawings for: Architectural; Structural; Mechanical; Electrical; Water and drainage; Communication and Computer Networking; Fire Alarm and Fire-fighting system; CCTV system; AC system; Water Supply and Sanitation (Sewerage, Drainage etc.); Environmental enhancement and protection measures; Interior detail; Detailed list of furniture and equipment for the project; Site accesses and landscaping; Any other systems necessary for the full functioning of the RMU facilities.; Drawings should include Design / Working drawings.

 

ii) Prepare Technical Specifications;

 

iii) Prepare Drawings for authorities’ approval and assist the Client for its approval;

 

iv) Prepare Bill of Quantities for each building/facility;

 

v) Prepare a detailed cost estimate based on the Bill of Quantities.

 

Specification for the Furniture and Equipment for RMUs.

 

Approvals

The Consultant shall assist the Client in obtaining all statutory approvals necessary to commence construction of the buildings and depots.

 

Task 2: Preparation of Bidding Documents and Assisting in the Procurement Process

 

Preparation of Bidding Documents.

 

The Consultant shall prepare Bidding Documents including Instructions to Bidders, Technical Specifications, Drawings, Bills of Quantities covering both the demolition of any existing buildings and construction of new buildings and facilities.

 

Bidding Process

 

The Consultant will assist “Azeravtoyol” OJSC in the bidding process including answering any technical questions raised.

 

The Consultant shall assist the Client with the preparation of the construction contracts with the successful contractors.

 

Site Data and Design Brief

 

Site Data

 

There are nine separate sites at which RMU facilities will be developed for RMUs Nos. 2, 3 and 4. The sites can be classified as Head Offices and Depots. In one location, the Head Office and Depot are located at the same site. Several sites have existing facilities or buildings that will be suitable for use after rehabilitation.

 

Design Brief

 

Head Offices. The assignment includes design of two head office buildings serving as the management and administrative centres for maintenance activities. As far as practical, the design of the head offices should be standardized.

 

Depots. The RMU depots will be used to store, maintain and service vehicles and equipment used for road maintenance. It will also store stocks of materials such as salt and grit for winter maintenance and replacement barriers. The layout of each depot will depend on the functional requirements of the RMU, the size and layout of the site, and access needs. Depot sites will also accommodate one-storey sub-office buildings serving the purpose of managing road maintenance and operation activities more locally.

 

QUALIFICATIONS REQUIREMENTS AND TEAM COMPOSITION

 

Consultancy Company

 

The consulting firm appointed (the Consultant) shall be able to demonstrate at least 8 (eight) years of professional experience undertaking building design work in Azerbaijan.

 

The Consultant shall possess all licenses, registrations, and other certifications, required by the Legislation of Azerbaijan to complete the Services. Such certification may apply to either the appointed firm or individual members of their staff according to Legislation.

 

 

Key Experts

 

The Consultant shall provide, as a minimum, the following qualified Key Experts.

 

1) Project Manager (Architect or Engineer); 2) Architect; 3) Structural Engineer; 4) Heating and Ventilation Engineer; 5) Water and Sanitation Engineer; 6) Electrical Engineer.

The personnel specified above shall be supplemented by the Consultant with an appropriate number of other specialist, draftsmen and support staff as necessary to properly perform the Services.

 

 Qualification Requirements for Key Experts

 

The Project Manager should have at least 10 years of experience in managing similar projects.

 

All Key Experts should:

 

•       have at least, graduate level education in their discipline;

•       have at least 5 years relevant experience in their discipline;

•       work experience based on international standards and best practice;

•       good communication and reporting skills;

•       be licence/certified as required by Azerbaijani law and regulations;

•       be fluent in Azerbaijani language.

 

Timing and other requirements

It is expected that the Consultant would begin the assignment in July 2017.

The assignment shall be for a period of seven months.

The Consultant must include in its EOI at least the following:

 

•       company profile;

•       data on previous experience;

•       CVs of the proposed Key Experts;

 

The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank's Guidelines: Selection and Employment of Consultants under IBRD Loans and IDA Credits & Grants by World Bank Borrowers ("Consultant Guidelines" dated May 2011) setting forth the World Bank's policy on conflict of interest.

 

Consultants may associate with other firms in the form of a joint venture or a subconsultancy to enhance their qualifications.

 

A Consultant will be selected in accordance with the CQS method set out in the Consultant Guidelines.
